Crane safety monitoring requirements

Lifting use

Article XVII lifting machinery is put into use before or 30 days after put into use, the use of units should be in accordance with provisions of the registration department for registration.
Mobile steel crane  operations, the use of units should be registered to the location of the property unit registration department for use.
Article XVIII lifting using the unit is changed, the original use of the unit shall within 30 days after the change to the original registration department for use registration canceled; new use of units should be required to use local registration department for registration.
Article XIX lifting machinery scrapped, the use of units should be used to the registration department for registration canceled.
Article XX lifting machinery used shall fulfill the following obligations:
(A) have the appropriate permission to use the units manufactured and qualified supervision and inspection by a qualified overhead bridge crane ;
(Two) establish appropriate safety management system used crane;
(Three) set crane safety management agency or with a special (and) the safety management personnel engaged in lifting machinery safety management;
(Four) for the crane operator safety and technical training to ensure that its mastery of skills and knowledge to prevent accidents and enhance safety awareness;
(Five) on the main lifting force structure, safety accessories, safety devices, operating mechanism, control systems and other routine maintenance, and make a record;
(Six) complying with safety requirements rigging, spreader, strengthen the routine safety inspection and maintenance to ensure that rigging, lifting the safe use;
(Seven) to develop lifting emergency rescue plan, according to the need to establish emergency rescue teams, and regular drills.
Twenty-one unit should be established using heavy machinery safety technology file. Crane safety technical file shall include the following:
(A) design documents, product quality certification, supervision and inspection certificates, technical documents and data installation, use, and maintenance instructions;
(Two) safety device type test certificate;
(Three) regular inspection reports and periodic self-inspection records;
(Four) daily usage records;
(Five) daily maintenance records;
(Six) operational failure and accident records;
(Seven) with proof of registration.
Article 22 Periodic inspection of lifting machinery longest period not exceeding 2 years, different types of lifting machinery safety inspection cycle in accordance with the appropriate technical specification.
Use unit shall periodically inspect the expiry 1 month prior to the inspection bodies periodic inspection applications.
Current job lifting off-site use, and the use of units should be in accordance with the inspection cycle and other requirements to use local inspection agencies for periodic inspection, and use of test results should be reported to the registration department.
Article 23 of the old bridge gantry crane  shall meet the following requirements, the use of units can be put to use:
(A) the use of units with the use of the original registration cancellation certificate;
(Two) the use of units used with the new registration certificate;
(Three) files with complete security technologies;
(Four) supervision and inspection and periodic inspection.
Twenty-four lifting units shall use leased in accordance with the provisions of Article XX (e) provides that, in the lease using the crane during routine maintenance and record the tenant is responsible for the safe use of lifting .
Lifting ban lessee uses the following:
(A) does not use the registration department for registration;
(Two) there is no complete safety technology files;
(Three) supervision and inspection or periodic inspection failed.
Twenty-five crane demolition permit should be installed by a qualified unit corresponding implementation.
Before construction crane demolition, should develop thorough demolition work instructions, work instructions in accordance with the requirements of demolition for construction, to ensure the safety of lifting machinery disassembly process.
Article 26 Lifting one of the following circumstances, the use of units shall be scrapped and take disintegration destruction measures:
(A) there are serious accidents, without alteration, repair value;
(Two) to meet safety and other technical specifications required design life or retirement conditions.
Article 27 of the lifting machinery failure or abnormal conditions, the use of units should stop using its comprehensive inspection, eliminating failures and accidents before they are allowed back into use.
Article 28 crane accident occurred, the use of units must be in accordance with the relevant requirements in a timely manner to the local quality and technical supervision departments and relevant authorities.
